The story is set in a lawless city of the 1980s, where money and crime dominate. We follow 2 men: Paengi, a bad man who will do anything to achieve his goals, and Saengdak, a stubborn survivor who risks his life to embark on an illegal enterprise.

Uhm Tae-goo plays Saengdak, a tough, determined man forged by violence and misery. Starting from nothing, he climbs the ladder to become a gang leader, while maintaining unwavering loyalty to the woman he loves, to the point of risking his life for her.
